I found this on Paola Harris's website. I found it very interesting especially the last paragraph where his father attended a meeting at a naval base in Calif. Before I retired, I lived in base housing and was stationed at this base. The post can be read at Ms. Harris's website

Lifters - AntiGravity Levitaton

The Lifter works without moving parts, flies silently, uses only electrical energy and is able to lift its own weight plus an additional payload. The Lifter uses the Biefeld-Brown effect discovered by Thomas Townsend Brown in 1928. The basic design of the Lifter has been fully described in the Townsend Brown US Patent N°2949550 filed on Aug 16, 1960 and titled "Elektrokinetic Apparatus", you will find in this patent the full description of the main principle used in the Lifter devices.

Hutchison Effect - Beyond Invention

Some of this footage and commentary seems believable but many of Hutchison's clips have no external visual reference point beyond the "scene" he is recording. Kind of like UFO videographers zooming in so close with the camera lense as to create a point of light with no nearby reference points.
