The Lifter works without moving parts, flies silently, uses only electrical energy and is able to lift its own weight plus an additional payload. The Lifter uses the Biefeld-Brown effect discovered by Thomas Townsend Brown in 1928. Some of this footage and commentary seems believable but many of Hutchison's clips have no external visual reference point beyond the "scene" he is recording. Kind of like UFO videographers zooming in so close with the camera lense as to create a point of light with no nearby reference points.
